Can I use my Dream League Soccer (formally DLS19) profile in DLS25?

No. Dream League Soccer 25 is a separate standalone game and any profiles from Dream League Soccer (formally DLS19) will not work in the latest version of DLS. Similarly, in-app purchases made in Dream League Soccer (formally DLS19) do not transfer.
